How to Create a Commercial Cleaning Scope of Work

A commercial cleaning scope of work turns expectations into an operating plan. Without one, the customer may expect a task that the provider did not price, while the cleaning team may spend time on low-priority work and miss high-use areas.

1. Document the facility

List cleanable square footage, floors, occupancy, operating hours, entrances, restrooms, kitchens, elevators, special rooms, and access restrictions. Note flooring types and areas that require specialized procedures.

2. Organize the property by area

Create sections for entrances, offices, conference rooms, restrooms, break rooms, corridors, stairs, elevators, storage, and exterior approaches. Area-based scopes are easier to train and inspect than one long list of tasks.

3. Assign a frequency to every task

  • Each service: waste, restrooms, entrances, and priority floors
  • Weekly: detailed dusting, ledges, low-use rooms, and rotating tasks

Common exclusions may include exterior windows, hazardous materials, pest waste, sharps, biohazard waste, snow removal, heavy debris, ceiling work, or equipment cleaning. Exclusions should be explicit rather than hidden in general terms.

6. Add measurable quality standards

Describe the expected result: waste removed, dispensers stocked, fixtures free of visible soil, floors free of loose debris, and entrances presentable. Establish inspection frequency, response time, and a correction process.

7. Review the scope after startup
